The public year rule follows Ipchun rather than a simple January 1 cutoff, because the chart is anchored to seasonal entry rather than to a civil year label.
Month pillar
The month pillar follows solar-term entry boundaries, not lunar month starts. That keeps the seasonal structure of the chart intact.
Place and time
Timezone, UTC offset, and birthplace matter because they can move the local chart near the edges where interpretation changes.
